Supply Chain Program Manager – Navy Surface and Subsurface Systems
The Supply Chain Program Manager is responsible for providing overall leadership and guidance to an organization that ensures components, subsystems, and services are delivered to Leonardo DRS production factory sites to support production needs, at optimal efficiency. This position has a particularly heavy emphasis on working with program management, engineering, supply chain and key suppliers in sourcing of high value COTS (commercial off the shelf) items in the IT processing, storage, and switching domains for US Navy surface and subsurface programs. This individual must work effectively in a fast moving, dynamic business environment to understand program level schedule, cost, and business requirements and manifest these requirements into an integrated and cohesive direction to a material planning organization and supply chain function. Ensuring timely and high integrity proposals, planning of materials and procurement is paramount to successful business execution. An understanding of the critical aspects of production material demand planning and scheduling of a project are required. Experience in the overall proposal and procurement process in a DoD environment is desired. This position will work closely with a team of material planners, purchasing, engineering, and program management to deploy procurement and inventory strategies, be responsible for product change and associated material planning implications, manage and solve exceptions, and work with purchasing to drive supplier execution. This role involves critical monitoring and management of supply and constraints, status reporting and escalation, supplier engagement and the relentless pursuit of operation excellence and continuous improvement. Ability to synthesize numerous data sources and clearly articulate programmatic needs and challenges along with cross-functional engagement within Leonardo DRS operations to enable successful program execution and delivery of finished goods is critical to success.
Duties and Responsibilities
Becomes an integrated and valued member of a business team to develop and clearly communicate integrated plans to ensure successful execution and management of materials and suppliers
Ensures the overall execution of material on schedule and on budget for a business area
Collaborate with a team of capable material planners and supply chain professionals to:
o Analyze and ensure accuracy and completeness of bills of material.
o Create and deploy supplied material requirements to the purchasing function via MRP to achieve production, inventory, and cost objectives. Ensure material demands for all projects within assigned area of responsibility are supported appropriately.
o Manage planning system parameters and master data to optimally reflect supply chain leadtimes and abilities as well as factory requirements.
o Proactively management long lead material items and other schedule and cost risks related to materials.
o Analyze system data and supplier PO status to deliver material clear-to-build status, material coverage, run-out reports and other analyses as needed. Provide data-driven decision support to the broader organization through what-if and scenario planning.
o Analyze and manage performance to material budgets by working closely with finance and supply chain in the material EAC (estimate at complete) process.
o Manage engineering changes to minimize obsolete inventory and ensure continuous supply.
o Ensure critical supplier execution and performance to budget, schedule, and quality requirements.
- Partner with Planning, Supply Chain Purchasing, and other business stakeholders on planning process and system improvements.
- 25% - 40% domestic travel required
5+ years’ experience in DoD program and/or materials management
Knowledge of DoD FAR procurement regulations
At least 5 years’ experience in a production manufacturing operation utilizing a flagship MRP/ERP system such as Oracle, SAP, etc.
Bachelors or Masters in Supply Chain, Finance, Industrial Engineering and/or equivalent experience and evidence of ability. CPIM or APIC training is a plus.
Knowledge of MRP/ERP with a solid understanding of electronics and/or electro-mechanical assembly operations, bills of material, demand material planning, and the supply chain purchasing process.
Excellent analytical and problem-solving skills in developing, implementing, and assessing key operational and financial metrics. Strong critical thinking and resolution skills in ambiguous situations.
Ability to evaluate and analyze data to enable operational decision-making or present clear recommendations to leadership.
Demonstrated skills to effectively collaborate in a face-paced, cross-functional environment including program management, engineering, planning, quality, purchasing, finance, and general management.
Passionate and high energy, with the diplomacy and cooperative style necessary to positively influence others.
Ability to write, speak, and present effectively and persuasively.
Ability to work independently on multiple tasks and projects in a dynamic, fast-paced environment. Flexibility and adaptability are key skills for success.
